A weapon's stats only mean something once you have swung it. The practice dummy takes hits from any SLC weapon and reports what landed, so you can test a new blade, or a freshly sharpened one, before you take it anywhere that matters.
Go into mouselook, hold the left mouse button, and tap a direction — W to strike forward, S for a back strike, D for a right strike.
Range is the part that catches people out. Stand too close and you will swing straight through it and register nothing at all. Back off slightly until the hits start landing, and they will keep landing from there. That fussiness is the point of owning one: it is much better to find the distance on a dummy than on a monster.
Every hit reports its damage, elemental damage included, so this is also the quickest way to see what sharpness is doing for you. A dull blade and a sharp one show the difference immediately.
It is one of the three benches in the Weapon Kit, alongside the sharpening stone and the repair bench, and it is sold on its own for anyone who only needs somewhere to practise.
